Formulation of Public Policies: Governance Reasons for the Low Efficiency in the Brasília Solar Program

Abstract

In this article, the authors investigated the governance involved in the formulation process of the Brasília Solar Program (PBS). The PBS engaged forty entities in a partnership for the generation and use of photovoltaic solar energy in Brasília. The methodology involved the use of document techniques and semi-structured interviews conducted between 2017 and 2018. The study revealed that the number of entities participating in the formulation of the PBS was lower than expected, which can be attributed to the centralized decision arrangements and to low autonomy. The actors involved demonstrated homogeneity in the interpretation of the objectives and in the justifications of the program. The PBS adopted unilateral monitoring mechanisms that hindered the participation of the actors and was not able to provide channels for the resolution of conflicts and for the application of penalties for free rides.

Fabiano Toni, Universidade de Brasília

Possui graduação em Engenharia Agronômica pela Universidade de São Paulo (1989), mestrado em Política Científica e Tecnológica pela Universidade Estadual de Campinas (1994) e doutorado em Ciência Política - University of Florida (1999). Atualmente é professor adjunto da Universidade de Brasília, onde coordena o Programa de Pós-Graduação em Desenvolvimento Sustentável. Tem experiência na área de Ciência Política e atua principalmente nos seguintes temas: descentralização, amazônia, política ambiental, política florestal e movimentos sociais.

Suely Mara Vaz Guimarães Araújo, Universidade de Brasília

Urbanista e advogada. Possui graduação em Arquitetura e Urbanismo pela Universidade de Brasília (1984) e em Direito pelo Centro de Ensino Unificado de Brasília (1997). Mestre (2007) e doutora (2013) em ciência política pela Universidade de Brasília, com pesquisas nas áreas de políticas públicas e estudos legislativos. Consultora Legislativa aposentada da Câmara dos Deputados (fev. 1991 - fev. 2020), com atuação nas áreas de meio ambiente e direito ambiental, urbanismo e direito urbanístico. Especialista sênior em políticas públicas do Observatório do Clima. Pesquisadora colaboradora plena e professora voluntária no Instituto de Ciência Política da Universidade de Brasília - Ipol/UnB. Professora no mestrado em administração pública do Instituto Brasiliense de Direito Público - IDP. Presidente do Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis - Ibama (03 jun. 2016/ 07 jan. 2019).
